It's difficult to rate this place. Overall we enjoyed our stay, but I can only recommend it with reservations.
Good - staff are friendly and helpful. The room was clean. The food was good but not great. The pebble beach, though not the most beautiful in Cebu, is pretty much always empty. You can enjoy amazing sunrises and quite tranquil sunsets. You can have an enjoyable swim in the local beach next to the resort.
The bad - situated next to the highway, it becomes quite loud early in the morning (4-5am) when all the tour buses and SUVs are speeding down to the Whale Sharks, The two nights we stayed the bar? across the road was having parties and karaoke nights until 10 or 11pm. The sound was deafening. There were no places to eat within walking distance. They can cook for you for 300p each however.
One other point: They will assign you a tuk-tuk driver to take you wherever you want to go. The fees they charge are over-priced. However, he also basically acts as your tour coordinator for the whale sharks or any other activities, and will mind your camera etc, so I think it's fair. I gave him a pretty big tip on the first day (it was Christmas) and told him to get his cute kids a present with it. However the next day he demanded the same amount (knowing I'd pay up) which kind of left a bad feeling knowing I was being ripped off. I could have haggled a bit, but honestly he needs the extra peso more than I do so I just gave it to him and said goodbye.
