"It is very unclear where the entry of the building is, 3 other guests were searching where to go to. As apprently the general building whereby rooms are for the hotel but also tennants are, you need to know ... (HOW??) that the reception is on the the 4th floor.
No explanation about anything here.

We did not have a German number and did not have a way to reach the property management.
