"If it is your first time visiting Brunei, Higher Hotel might be one of the best budget options you could go for. The area is safe, the rooms are clean, and the breakfast is manageable. Morning privacy options (like a simple "Do Not Disturb" sign) and some help with transportation would help put it even higher in the future. As is, it's a fair option located not too far from the hotel and near some shopping areas. "

Staff was helpful in letting me change rooms when the wifi wasn’t great in my first room, which I greatly appreciated.
